Role Purpose:

Provide authoritative CDM and design safety expertise to support the safe planning and delivery of minor works projects across a diverse property portfolio. The role ensures that risks are systematically identified, eliminated, or reduced so far as reasonably practicable, and that all activities are fully aligned with CDM 2015 regulations and Safety, Health, Environmental, and Quality (SHEQ) standards throughout the project lifecycle (RIBA 0–4).

Key Accountabilities

  • Act as Principal Designer in full compliance with CDM 2015 regulations across multiple concurrent minor works projects.
  • Plan, manage, and monitor the pre-construction phase, ensuring effective integration of health, safety, environmental, and quality (SHEQ) requirements.
  • Lead the identification, assessment, and mitigation of design risks, ensuring hazards are eliminated or reduced at source wherever practicable (safe-by-design approach).
  • Establish and maintain robust design risk management processes, including risk registers and design risk reviews.
  • Ensure all designers fulfil their duties under CDM regulations and that design outputs are compliant with statutory and organisational standards.
  • Prepare, review, and maintain pre-construction information and ensure it is communicated effectively to all relevant stakeholders.
  • Coordinate multidisciplinary teams (designers, engineers, surveyors, and project managers) to ensure consistent application of CDM and SHEQ principles.
  • Facilitate and lead design risk workshops, hazard identification sessions, and safety reviews (e.g. HAZID-style processes where applicable).
  • Ensure that environmental and sustainability considerations are integrated into design risk management and project delivery.
  • Lead and support audits, inspections, and regulatory interactions, ensuring full compliance with relevant legislation and standards.
  • Provide expert advice to project teams and stakeholders on CDM requirements, risk management strategies, and best practices.
  • Promote a strong SHEQ culture, driving continuous improvement and proactive risk management across all projects.
  • Support multiple projects simultaneously, ensuring consistency, quality, and compliance across the portfolio.

 

Qualifications and Experience

  • Degree or equivalent qualification in construction, engineering, or health & safety (or relevant experience).
  • Proven experience (typically 5–10 years) in CDM and design safety roles within construction, infrastructure, or property environments.
  • Demonstrated experience acting as Principal Designer under CDM 2015 across multiple projects.
  • Strong understanding of design risk management, hazard identification, and preconstruction phase responsibilities.
  • Experience working on refurbishment / minor works projects within existing buildings.
  • Comprehensive knowledge of UK health & safety legislation, CDM regulations, and SHEQ frameworks.
  • NEBOSH Construction Certificate or equivalent (preferred).
  • Membership of a relevant professional body (e.g. APS, IOSH) is desirable.
